Circuit Design
Determine the power requirements of the complete LED circuit, including maximum current and voltage
Consider using a microcontroller or driver IC for controlling LED brightness and effects
Integrate any necessary power conditioning or protection circuitry

PCB layout
Arrange components to minimize trace length and optimize thermal dissipation
Leave sufficient clearance between high-voltage/high-current traces and low-voltage/low-current traces

Design
